The shop has the same condition for entry as the arena, plus one rule you will find nowhere else: a card has to be measured over hundreds of matches against an unchanged deck before it may go in at all. Anyone looking for the shortcut here finds a turnstile.

Only those who walked may buy
To buy anything in the shop at all you need a territory of your own that you have walked in the last seven days. That holds for in-game currency exactly as it does for real money. Bought cards lift neither basic training nor the walked clock, and they cannot be staked in the arena.
The shop never sells above your tier
What you may buy hangs on your rarity tier, and that hangs on your buildings. The first tier gives common and uncommon, the second adds rare, the third adds epic. Legendaries do not exist in the currency shop at all, and neither do commanders. And what crosses the counter in a day is capped.
What money cannot buy
Not for sale in any currency: build time, upgrade time, energy, resources, tech, deck slots, territory, area, and the walked clock. Selling any of those would be selling the rarity tier, and with it epic and legendary. Campaign stages will not be buyable either: no catch-up bundles, no buying time.
The real-money button is locked
The real-money button is built and visible, the probabilities are stated openly beside it, and nobody can press it today. It stays locked until the legal review is finished for every single country. What runs today runs on in-game currency.
The rule comes before the price
Before a card may enter the shop at all it gets measured: it replaces as many cards of the same type in a reference deck as the rules allow, and that deck plays one hundred to four hundred matches against the unchanged one. If the win rate stays under the threshold it may go in. A single measurement is not enough; measured but not yet cleared means blocked. As of 8 September 2026, 38 cards have been measured all the way, 29 of them refused and 9 cleared. Another 149 have had a first pass and sit too close to the threshold for it to decide; they are being re-measured over four hundred matches and stay blocked until then. Another 5 cannot be measured by the current method and stay blocked until it can. Everything else is unmeasured and therefore not for sale. These figures hold for this measurement, not for good. A larger sample moves them, and the re-measuring has already done exactly that.
